Staffing as a part of HRM

It is a function which all managers need to perform. It is a separate and specialised function and there are many aspects of human relations to be considered. It is the job of managers to fill positions in their organisation and to make sure that they remain occupied with qualified people. Staffing is closely linked to organising since after the structure and positions have been decided, people are required to work in these positions. Subsequently, they need to be trained and motivated to work in harmony with the goals of the organisation. Thus, staffing is seen as a generic function of management.

The staffing function deals with the human element of management. Managing the human component of an organisation is the most important task because the performance of an organisation depends upon how well this function is performed. The success of an organisation in achieving its goals is determined to a great extent on the competence, motivation and performance of its human resources.

It is the responsibility of all managers to directly deal with and select people to work for the organisation. When the manager performs the staffing function his role is slightly limited. Some of these responsibilities will include placing the right person on the right job, introducing new employees to the organisation, training employees improving their performance, developing their abilities, maintaining their morale and protecting their health and physical conditions. In small organisations, managers may perform all duties related to employees salaries, welfare and working conditions.

But as organisations grow and number of persons employed increases, a separate department called the human resource department is formed which has specialists in managing people. The management of human resources is a specialised area which requires the expertise of many people. The number of human resource specialists and size of this department gives an indication of the size of the business as well. For a very large company, the Human Resources Department itself will contain specialists for each function of this department.

Human Resource Management includes many specialised activities and duties which the human resource personnel must perform. These duties are:

  • Recruitment i.e., search for qualified people.
  • Analysing jobs, collecting information about jobs to prepare job descriptions.
  • Developing compensation and incentive plans.
  • Training and development of employees for efficient performance and career growth.
  • Maintaining labour relations and union management relations.
  • Handling grievances and complaints.

Staffing is concerned with filling various positions or jobs in the organization with the suitable personnel. It is a distinct element of Human Resource Management which is the concern of each manager at each level of the organization. If right types of persons are not available, the organization would not be able to accomplish its objectives. It is an inherent part of the job of every manager to procure, develop, and motivate personnel who can work efficiently for the goals of the organization. Human Resource Management deals with the effective procurement and utilization of manpower or resources.

Following features shows Staffing as a part of Human Resource Management: Staffing is an integral part of human resource management. It facilitates procurement and placement of the right person on the right jobs.

  • Staffing is people centered: It is concerned with all categories of personnel from top to the bottom of the organization. The classification of personnel may be as follows:
  1. Blue collar workers
  2. Managerial and non-managerial personnel
  3. Professionals such as Chartered Accountant, Lawyer, Company Secretary, etc.
  • Staffing requires the use of human skills– Staffing is concerned with training and development of human resources. Every manager uses human relation skills in providing guidance and training to the subordinates. Performance appraisal, transfer, and promotion of subordinates are also required. If the staffing function is performed properly, the human relations in the organization will be cordial.
  • Staffing is a continuous function– It is important for both new and existing organizations. In an established organization, every manager is engaged in various staffing activities. The manager is to guide and train workers and also evaluate their performance on a continuous basis. A new organization, there has a recruitment, selection, and training of personnel.

Responsibility for Staffing:

Staffing is a basic function of management. Every manager is continuously engaged in performing the staffing function. He is actively associated with recruitment, selection, training, and appraisal of his subordinates. Staffing is a pervasive function of management and is performed by the managers at all levels.

It is the duty of every manager to perform the staffing activities such as selection, training, performance appraisal and counseling of employees. These responsibilities require the services of specialists in human resource management. That is why, in many enterprises, the Human Resource Department is created to perform these activities. Hence, the staffing functions of the manager are slightly limited. The Human Resource Department is established to provide assistance to the managers in performing their staffing duties.

Specialized duties and activities of Human Resource Management:

  • Job analysis, i.e. collecting information about jobs and qualifications required to perform them to prepare job descriptions and job specifications.
  • Employment, i.e. recruitment, selection, and placement of competent and qualified personnel’s.
  • Training & development of employees.
  1. Developing compensation and incentive plans.
  2. Maintaining good relations with the employees and their unions.
  3. Handling the grievances and complaints of employees.
  • Social security and the welfare of employees.
  • Handling legal complications

Conclusion: Staffing is a pervasive function of management while Human Resource Management is a broad concept, along with staffing functions, includes a variety of activities that require specialists for effective performance.
